Development Cooperation
Mongolia and Democratic People’s Republic of Korea

The Australian Government's overseas aid program is a Federal Government funded program that reduces poverty in developing countries.

The Australian Agency for International Development (AusAID) manages the program. Information about the targets and goals of the program can be found here.

Australia, through AusAID, works with other governments, the United Nations, Australian companies and non-government organisations to design and set up projects which tackle the causes and consequences of poverty in developing countries.

AusAID provides development assistance to both Mongolia and the Democratic People’s Republic of Korea.

For information on the Mongolia Australia Scholarships Program, visit the program website at www.masp.mn.

Direct Aid Program - Mongolia

The Direct Aid Program (DAP) is a flexible small-grants scheme. The DAP aims to benefit poor, remote or disadvantaged communities or groups, to help alleviate poverty and assist development. Priority is therefore given to small projects where a basic need has been identified and where local support is inadequate to meet those needs. For example, DAP may be provided to assist in the following areas:

• community health
• education
• poverty alleviation
• women’s interests
• environment

The scheme is managed by the Ambassador in Seoul. The DAP Committee receives and evaluates projects submitted before making a recommendation to the Ambassador. The maximum amount for any one project in Mongolia is ten thousand Australian dollars (A$10,000).

DAP is separate from the much larger Australian development cooperation and humanitarian assistance programs in Mongolia, administered by the Australian Agency for International Development (AusAID) in consultation with the Mongolian government.

Projects

The Australian Embassy in Seoul funded three projects under the 2008-2009 Direct Aid Program for Mongolia.

• Mongolian Women Farmers’ Association: Biochar to increase crop yields
• People Centred Conservation Mongolia: small-scale camel milk processing unit
• Risk-free Animal Husbandry: improvements to pasture hand-wells

Funding

DAP applications for funding should be in the form of a clearly defined small project for which funding would help bring about its completion or successful implementation. Favourable consideration is given to projects where the recipients offer to make a significant contribution in the form of labour, cash or materials.

Normally, the DAP proportion of funding is at least one-third of the total funding.

DAP is unable to fund the following:

• expenditure on salaries, allowances, or airfares
• the purchase of motor vehicles
• cultural or sporting activities and events.

The purchase of equipment which requires technical expertise to operate and/or high maintenance costs can only be considered on a case-by-case basis.
